Under the leadership of Prime Minister Narendra Modi, the double engine governments of various states have consistently demonstrated that development transcends political boundaries. 

The Modi government's theme of "Sabka Saath, Sabka Vikas" is not a mere slogan but resonates deeply in practice, marking a departure from the Congress governments of the past that were known for playing politics with development and creating barriers for opposition-ruled states.

The Modi government does not differentiate between states based on whether they are BJP-ruled or opposition-ruled. 

This inclusive vision of the Prime Minister has now found expression in Chhattisgarh, where the government under the leadership of Chief Minister Vishnu Deo Sai has truly embodied the theme of "Sabka Saath, Sabka Vikas."

In a landmark decision that exemplifies this cooperative federalism, the BJP-ruled Chhattisgarh government has granted a No Objection Certificate (NOC) to the long-awaited Sammakka Sagar Project, despite the neighboring state of Telangana being Congress-ruled.

This decision underscores PM Modi's vision of putting people's welfare above political considerations.

Historic Decision Breaks Political Barriers

The breakthrough came during a meeting between Telangana's Minister for Irrigation and Civil Supplies N. Uttam Kumar Reddy and Chhattisgarh Chief Minister Vishnu Deo Sai in Raipur on Monday. 

CM Sai's in-principle approval for the NOC marks a significant step toward the early completion of this crucial infrastructure project.

The decision is particularly noteworthy as it demonstrates how the Modi government's philosophy has permeated to state governments, encouraging them to prioritize development over political affiliations. 

Unlike previous eras of congress regimes, where interstate projects often became victims of political rivalry, this approval showcases the maturity of governance under PM Modi's leadership.

Project Details: A Lifeline for Millions

The Sammakka Sagar Project involves the construction of a barrage across the Godavari river near Thupakulagudem in Mulugu district. 

With a storage capacity of 6.7 TMC at Full Reservoir Level of +83 metres, the project is strategically located downstream of Indravathi's confluence with the Godavari.

This ambitious project is designed to address the acute water needs of Telangana, particularly in drought-prone and fluoride-affected districts of combined Nalgonda and Warangal. 

The project promises to tackle both drinking water scarcity and provide large-scale irrigation benefits, transforming the agricultural landscape of the region.

Massive Agricultural Benefits

The Sammakka Sagar Project will stabilize an impressive 1.78 lakh hectares under the Sriramsagar Project Stage-II and create new irrigation potential of 12,146 hectares under the Ramappa-Pakhal Link Canal. 

This additional irrigation capacity will benefit multiple districts including Warangal, Suryapet, Mahabubabad, Jangaon, Khammam, and Nalgonda.

The project is expected to revolutionize agriculture in these areas by reducing risks associated with recurring droughts and ensuring a more reliable water supply for crops. 

This will directly contribute to higher agricultural productivity and secure livelihoods for farmers who have struggled with uncertainty for decades.

Addressing Critical Health Concerns

A crucial component of the project addresses the long-standing issue of groundwater contamination due to excessive fluoride levels in Nalgonda and parts of Warangal. 

The Sammakka Sagar Project will reduce dependence on contaminated groundwater by providing safe river-based water supplies, serving as a lifeline for millions of people in Telangana's most vulnerable regions.

Inter State Cooperation and Responsibility

Recognizing that the project's backwaters will extend into Bhopalpatnam tahsil of Bijapur district in Chhattisgarh, affecting approximately 13.06 hectares of land, 54.03 hectares of river area, and 6.35 hectares of nala land, Telangana has committed to taking full responsibility for land acquisition, compensation, and rehabilitation in Chhattisgarh.

This commitment demonstrates the mature approach to interstate cooperation fostered under PM Modi's governance model, where states work together to find mutually beneficial solutions rather than creating obstacles.

Path Forward
