The proposed dam on the Yarlung Zangbo is to be built in the Medog region, perilously close to Arunachal Pradesh, a state China continues to claim as its own territory.
The dam will dwarf the Three Gorges Dam and is projected to generate over 60 gigawatts of power. But experts say electricity generation is not Beijing’s primary goal.

Reacting to China’s plan, Arunachal Pradesh Chief Minister Pema Khandu delivered a stark warning, calling the proposed dam an “existential threat.”

“Setting aside the military threat from China, it seems to me that this is a far bigger issue than anything else.

It is going to cause an existential threat to our tribes and our livelihoods,” Khandu said in a public statement. “It is quite serious because China could even use this as a sort of ‘water bomb’.”
Khandu rightly pointed out that China’s non-participation in international water-sharing frameworks leaves India

dangerously exposed.
“They are under no obligation to release a certain amount of water downstream,” he said. “This is a question of survival for us.”
